DFA Executive Highlights Filipinos Abroad as Nation’s ‘Soft Power’ in Diplomacy
MANILA – The dispersal of Filipinos worldwide, known as diaspora, has been identified as the Philippines’ ‘soft power’ in international relations, a Department of Foreign Affairs (DFA) official announced on Monday. This concept refers to a country’s ability to exert influence globally through attraction and persuasion rather than coercion or force.
According to Philippines News Agency, who spoke at a multi-stakeholder symposium, the Filipino diaspora has been instrumental in shaping the nation’s foreign policy. He emphasized that Filipinos residing abroad serve as more than just workers; they are vital agents of the country’s diplomatic efforts. This influence has been increasingly significant, especially following the enactment of Republic Act 8042.
The DFA’s latest report to Congress reveals that there are over 10.85 million Filipinos living abroad, with the Americas hosting approximately 49% of this population. Other significant regions include the Asia-Pacific, the Middle East, Europe, and Africa. These Filipinos often face challenges such as disasters, calamities, and pandemics in their host countries.
In response, the DFA has promoted the ‘Filipinas Ultramar’ concept, aiming to transform Filipinos abroad into community leaders capable of rescue and rehabilitation efforts during crises in their host nations. This initiative involves creating a comprehensive list of Filipino organizations worldwide and establishing national coordinating councils in each country. The chairs of these organizations will form part of a national council.
Under the framework of Republic Act 9148, or the Volunteer Act of 2007, these volunteers will be trained to assist in local emergencies, fostering a sense of contribution and service to their host communities. De Vega envisions this as a way for the Filipino diaspora to be more than just employment seekers but a testament to the Philippines’ commitment to global peace and harmony.
To implement this vision, the DFA plans to collaborate with various national agencies, including the Commission on Filipinos Overseas, the Department of Migrant Workers, and the Department of National Defense, among others. This coordinated effort aims to establish a solid foundation for the Filipinos abroad, enabling them to actively contribute to their host countries and reinforce the Philippines’ soft power in global diplomacy.
