Comelec Announces Bidding Failure for 2025 Poll Automation Project


MANILA: The Commission on Elections (Comelec) has declared a failure in the bidding process for the Full Automation System with Transparency Audit/Count (FASTrAC) project. In Resolution No. 1, the Comelec – Special Bids and Awards Committee (SBAC) found the sole bidder, a joint venture comprising Miru Systems Co Ltd, Integrated Computer Systems, St. Timothy Construction Corporation, and Centerpoint Solutions Technologies, Inc. (MIRU-ICS-STCC-CPSTI), ineligible. This decision followed the bidder’s non-compliance with the revised implementing rules and regulations of Republic Act 9184, the Government Procurement Reform Act.



The SBAC cited specific reasons for the ineligibility, including the absence of English translations for documents in a foreign language in the Statement of Single Largest Completed Contract (SLCC) and the incomplete joint venture undertaking, which failed to specify “jointly and severally liable.” The resolution also mentioned plans for a mandatory review of the bidding documents for the PHP18.8 billion project, following the first failure of competitive bidding.
